Protecting Reiki from Unnecessary Regulation

Mission Statement

The mission of the ICRT Legislative Committee is to protect the freedom to practice Reiki by preventing unnecessary legislative restrictions and ensuring Reiki remains accessible to the public.

What Is the ICRT Legislative Committee?

The ICRT Legislative Committee works to educate state legislators about Reiki practice, advocate against unnecessary regulation, and support legislation that protects Reiki and other complementary therapies.

Our goal is to prevent laws that would impose licensing or regulatory requirements on Reiki practitioners that are unnecessary, costly, and restrictive.

Why Reiki Should Not Be Licensed or Regulated

Reiki is a gentle, non-invasive energy healing practice that does not pose a risk of physical harm and does not meet the threshold typically required for professional licensing.

Attempts to regulate Reiki through state licensing would:

  • Increase costs for practitioners

  • Limit public access to Reiki services

  • Create unnecessary barriers to practice

  • Reduce availability of complementary wellness options

Some proposed legislation has included licensing fees of up to $8,000, making it financially unrealistic for many practitioners to continue offering Reiki services.

Our Advocacy and Legislative Work

The ICRT Legislative Committee:

  • Monitors proposed state legislation affecting Reiki and energy healing

  • Educates lawmakers about the nature of Reiki practice

  • Informs the public about bills that may impact Reiki practitioners, teachers, students, and clients

  • Encourages respectful civic engagement and communication with legislators

  • Supports Safe Harbor laws that protect complementary and alternative health practices

We work closely with the National Health Freedom Coalition, a leading organization that has defended health freedom and complementary therapies in the United States for over 20 years.

About the Committee

Founded in 2021 by William Lee Rand, the ICRT Legislative Committee was created to proactively address legislation that could affect the Reiki community.

The committee is led by ICRT Licensed Reiki Master Teachers:

  • Jules Davis

  • Jenny Stinson

with support from the International Center for Reiki Training (ICRT).

Legislative Successes

Since its founding, the committee has helped prevent energy healing licensing bills from passing in:

  • Massachusetts (2021, 2022)

  • Oregon (2022)

Ongoing advocacy efforts have successfully stalled additional licensing proposals in Massachusetts, with the goal of stopping them entirely before the end of the legislative session.

Important Information for Reiki Practitioners

  • Our legislative work currently focuses on the United States.

  • We welcome collaboration with individuals working in state and local government.

  • While we monitor legislation closely, we are most informed at the state level rather than municipal codes.

  • We may ask Reiki practitioners and supporters to contact elected officials regarding specific bills.

  • For legislation we oppose, we provide guidance on writing professional, respectful advocacy messages aligned with Reiki principles.

  • Your state may already have a Safe Harbor law that protects Reiki practice.
